III. CROSS-BORDER COOPERATION — 3.1. Rapid Assessment and Response

Evaluation instrument on Basis of the Method Rapid Assessment and Response (RAR)

This evaluation instrument is based on the method Rapid Assessment and Response and evolved by SPI Research gGmbH within the framework of BORDERNET. Instruments and methods will be discussed in the start up meeting. A part of the instruments may be adapted to the specific context of each region.

 

Goal of this Rapid Assessment is to get an overall view of offers and measures within regions in the range of HIV/AIDS und STD prevention, diagnostic and therapy as basis for the work of the cooperative network in the Region. Target groups have also to be defined in view of a further work packages (e.g. WP6).

 

In order to meet a high efficiency in this first stage, work processes and instruments have to be flexible. This means also that in the course of the process method and single questions may be revised and adjusted.

 


The instrument is divided into three parts:

 

  • The first part is addressed to the coordination in the pilot region (leading partner WP 4).
    The coordination will work on the instrument in cooperation with partner in the model region, in
    order to get an overall overview of the structures of cooperation in the model region. “Partners”
    are all important actors in the working fields of BORDERNET.
  • The second part is addressed to the institutions that are already or will be involved in BORDERNET
    and to other relevant institutions in the region. The goal of this process is also to exchange experiences
    and to enforce the network.
  • The third part is addressed to additional Institutions that not take part in BORDERNET but play a
    certain role in the field of HIV/AIDS and STD prevention, diagnostics and therapy in the region.
    If important actors will not take part within this process at all, this should be mentioned also to get a
    picture, as complete as possible.

Data should be delivered till the end of the year (31. 12. 2005) in preparation of the first intermediate report and in preparation of further work packages. The already in preparation of the start up meeting collected information should be the basis on the further data collection
