3.6. Build up of cooperation networks — Cross-border health goals

Model regions I and II were already supported by the EU BORDERNET project (2005-2007) and now have been working actively on these issues for four years. The main task in 2008 was therefore to shape the project in a manner which can secure the future of this border crossing initiative. To this aim, a process was initiated of setting cross-border health goals with the inclusion of political decision makers. In the both German-Polish border regions the commonly agreed health goals had a character of a written statement of intention signed by the regional health authorities on both sides. This is an important milestone on the road to secure the interdisciplinary cross-border networking on the long-term. 


Model Region I

Mecklenburg-Vorpommern (DE) and Zachodniopomorskie (PL)

A statement of intention by the Mecklenburg-Vorpommern Ministry of Health and the Wojewotschaft Zachodniopomorskie was discussed and an oral decision was made by policy setters at an event on the occasion of World Aids Day on December 1, 2008 in Szczecin. The agreement was signed and made effective in 2009 by the regional cooperation partners MAT and GAOSTV (DE) and SPWSZ (PL).




The health goals in MR I: 

Goal I                                                     

Offers on HIV and STI testing and consultation are guaranteed on both sites of the border and will be further developed mutual
Goal II                                       Offers for the prevention of HIV / AIDS and STI also in connection with sex education are regularly carried out across borders
Goal III                                       Trainings and further education are permanently installed and are regularly carried out transboundary
Goal IV                                        Assistance and support to HIV-infected people, AIDS patients and their relatives




Model Region II


Brandenburg (DE) and Lubuskie (PL)


At a meeting of the regional BORDERNETwork partners AHP and Belladonna (DE) and UNZG (PL), representatives of the Brandenburg Ministry of Work, Social Affairs, Health and Family and the Wojewotschaft Lubuskie in December 2008, options for a statement of intention were deliberated and preparations were made for an acceptable procedure so that a statement could be signed within the year 2009.




The health goals in MR II:


Goal I                                                        

Counseling and counseling with voluntary testing for HIV/STD’s is secured (VCT). It is practiced regularly and it has improved in quality
Goal II                                       Information and activities for people most often affected by HIV and STD’s are available in a sufficient quantity
Goal III                                       Training and continuing educations are established firmly and the number of multipliers in this area is increased
